Presentation: The impact of Kazakhstani provider payment reform on hospital outcomes: an interrupted time series approach

Abstract: Kazakhstan replaced fee-for-service remuneration of public hospitals with a case-based payment system, Diagnostic Related Groups (DRG), introduced nationally in 2012 in order to enhance healthcare system. Prior to the nationwide implementation, 20 hospitals were piloted in 2011. This paper examines whether the introduction of DRG was associated with changes in key outcome variables measuring hospital activity and quality of care.

Methods: We used data for all in-patient discharges over the 2011/2012 and 2012/2013 period. The data were analysed using interrupted time series estimation with matching technique (using a control group) that allows for structural change in outcomes due to payment reform.
